"I think spying did occur", said the attorney general. "Especially the generation that I grew up in... the Vietnam War period, people were concerned about spying on anti-war people and so forth by the government", said Barr. "I'm not suggesting those rules were violated but I think it's important to look at that", he continued.

Sen. Jack Reed pressed Barr, asking whether he has "specific evidence of anything improper in the counterintelligence investigation of the 2016 election". "And I am not talking about the Federal Bureau of Investigation necessarily, but intelligence agencies more broadly". That was one of four criteria Barr has said he is using to redact Mueller's almost 400-page report. But now that he is attorney general, he has delayed release of the report while his own narrative proliferates, and he is working on apparently extensive redactions. The one possible exception he left open: If the chairmen of the Senate and House Judiciary Committees wanted to see the full report, Barr seems to suggest he would be willing to talk to them about that.

Barr said he isn't "putting a panel together" and the effort may not result in a criminal investigation or the finding of a crime. He said there are no plans to release an unredacted version.

Though Barr said Justice Department officials were still reviewing the bill, he told the committee that allowing states to set pot policy would be an improvement over the status quo.

He spoke moments after President Trump complained of an "attempted coup" against him, invoked "treason, ' and blasted the Mueller investigation as 'illegal" - while calling for looking back at how it 'all started'.

Ostensibly, the subject of the hearing was the Justice Department's $29.2 billion budget request for the fiscal year 2020. "This was an attempted take-down of a president".

The special counsel's office did not establish that, Barr has said, nor did it establish that Trump broke the law in trying to frustrate the investigation. "But the question is whether it was predicated, adequately predicated". The president did not name them but has previously blamed Justice Department officials and former FBI Director James Comey.

Bloomberg News first reported Tuesday evening that Barr has mustered a team to review various counterintelligence decisions made by Department of Justice and Federal Bureau of Investigation officials leading up to the launch of the almost two-year investigation into whether President Donald Trump's 2016 campaign colluded with Russian Federation to influence the outcome of the election and whether the president himself attempted to obstructed the probe.

Republican Representative Robert Aderholt of Alabama asked Barr during Tuesday's hearing if the Justice Department is investigating "how it came to be that your agency used a salacious and unverified dossier as a predicate for FISA order on a US citizen?"
